WinPFT the file transfer utility for PanelBuilder tries to access DTL32 and parses some information that it doesn't like throwing the error we all came here to read about. The last time I swapped in the PanelBuilder version I decided to leave it in just to see if there were any adverse effects.
So after further tests i have a Windows 10 x64 Rockwell laptop so installed PB32 on there and the fix worked fine, however i was unable to get it working on W7 32 bit. I hunted for a registry setting and PB32 ini file that might reveal a trick, but no luck so I submitted this question directly to RA tech support so maybe they can fix it for us. Use Google for recommendations, but we have not tested any DLL error repair tools.
I had to use two different vll files due to attachment size limitations. I use Windows 7 Professional Edition x I am running PB32 v3.

Just wanted to say thanks to lstavropoulos! If not, you will have to get a copy of it before you install RSLinx 4. I wrote a couple of batch files so I can easily swap back and forth between the old version and the new version.
